moap doap bug --help fails if there is no doap file

Description

Steps to reproduce: moap doap bug --help

Expected output: help on bug tracker things

Actual output: If I am not in a dir with a doap file, e.g. No .doap file found in /home/wingo/src/guile-cairo.

I think that's acceptable; moap doap acts on a doap file. There's "moap bug" which may be of more interest to you.
