Allow docs to not be built, tests run optionally

I'm packaging MOAP for Gentoo and I'd like to be able to allow users to optionally install docs and optionally run tests but see no way to do it.

Is there a way to run configure to disable/enable these? Something like: 

--disable-epydocs --disable-pychecker etc.

Or are there make targets that can be used to not build docs and run tests?
